There's a bouncing one here, it's a traditional song from Picardy (Northern France). The lyrics below the video are in Picard French dialect and are followed by a standard French translation. I've added an English literal translation below.

Thanks to all for your trouble, but these don't seem to be the one. I had found Joe Offer's on the net, that's definitely not it. The Picard one doesn't look as tho it could fit the meter. The recording is a CD loaned me by a fellow jammer: Canadian Fiddle & Cowboy No.3, 1928-1945; M. C. Productions Vintage Recordings, Copyright 2013, remastering by Mickey Clark, Mfr. by CreateSpace, Charleston, SC, 8-87936-47152-0. It's a collection of 27 folk & cowboy tunes and songs, as originally performed, titles listed, and some commentary on the people who performed the things, but not linking the specific tracks to those performers.

It's in D (according to my harmonica), & goes, so to speak,

Te-tum-ti-tum-ti-TA.            
Te-tum-ti-tum-ti-ta-Nicholas.
Ti-tum-ti-tum-ti-TA,
Ti-tum-ti-tum-ti-ta-Nicholas,
Tiens, tiens tiens, mais c'est ça si bon, (??)

(Last 2 lines repeated by the responding crew)

Contains bits about "trop belle", and "elle
portera" and "verra" something in "l'eglise",
but the rest of the verses (4) are a complete
mystery to me. Chorus is just my best guess.
Whether this concerns Nicholas the notorious
cuckolding servant, I have no idea.

Monique - Boulfroy's Picard one is also pretty surely unrelated. When I saw your lyrics I still had some hopes for the tune, but that's also not at all like the one I'm hunting. Next step - go pester everybody I have any acquaintance with on t'other side the border.

Maybe to be understood(presumably ironically)as "little darlings", more or less? The sentiments remind me of "Parlez-nous de Boire", which has at least one Cajun version, and to the degree I understand Cajun (not so very), "neg'" is a term of endearment, or at least familiarity. I think if I said it to another man, in Louisiana, it would correspond to "buddy" or "old man", or if to a woman, maybe "dear", or "old girl".

I don't know how much of this is Julie Daraiche's composition and how much trad, but I read today her brief on-line bio, and her family hailed from out in Gaspé, where they tend to think of themselves as Acadiens, rather than as Québécois. Wonder if "neg'" picked up its modern Cajun connotation before they left Canada?

From there about the song "Pauv' 'tit neg'": In Cajun French "negre" is ambiguous. While referring specifically to black men, the term is used freely by Cajuns to refer to one another. The term can have a harsh and pejorative significance, but can also be a term of endearment, as in "mon cher vieux negre", "my dear old n....". The meaning of the term in the context of this song can best be translated as "Poor boy".
