THe BBC's "The Listening Service" has this as a topic for an episode.
Guests are Fay Hield and Steve Roud.
As the presenter intimates at the beginning, a 30 min program isn't really a lot of time to muse on this question, and at the end says: "Who wrote the first folk song? It just doesn't matter, what matters is what you do with it."
So here's the link for anyone interested, I thought it enjoyable for what it was.
