Tom Paxton had a song called "King of the Cat Café" on his 1976 album Saturday Night. According to wikipedia cat café, the first cat café opened its door in 1998 in Taiwan, and it was not until 2014 that America has its own cat café... So what is a cat café back in 1976??

Having just looked at the lyrics, and with no other basis than that, the whole thing seems like nothing more than a bit of whimsy: the Cat Cafe is the name of the establishment in question; Huwey is the house-cat who has a usual perch, where he sits like a statue - or actually IS a statue ("made from wax and paint"), or, alternatively, is an actual statue-like person or statue of a person .... You can imagine the song being written in honour and appreciation of some local hang-out .......
