Yep it is legal to collude but you can't conspire and break any laws while colluding. !?!

Conspiring with Russia to break US election laws with intent is a crime. Anything to do with Impeachment is basically whatever Congress says it is. (remember "it depends on what the meaning of is is.)

bottom line...collusion doesn't matter.
