I can't help with chords, but I can point out that lyrics to SCARECROW, as recorded by Lal & Mike Waterson, have already been posted in the forum here, with lyrics verified by me.

I'm hoping that having the lyrics available might make someone more willing to tackle the problem of providing chords.

If you Google 'tabor scarecrow chords' you will find various examples.

I watched Martin Simpson accompanying June Tabor on YouTube and reckon this is how he plays it Scarecrow

I haven't included the fills and twiddles but they are fairly straightforward. You can see most of what he is doing in the video.

He plays it with capo on second fret and it is based on a C set of chords. Sung in D

Intro and Verse
Cmaj7 C Fmaj7 F Am+2 Em7 Fmaj7

Other bit (played at bottom of guitar. Possible he only plays the F# rather than playing the D chord. Either work)
Am G D/F# E
Am G F Em F

The Am+2 is x07500
The Em7 is x75000

Hope that helps. If you watch the video it is reasonably clear. Any queries or comments ask. Most of the fills are hammer ons of the third fret on D string and hammer ons between Cmaj7 and C and Fmaj7 and F or within the F chord on the G string between open and 2nd fret

Looks like he ends it on an interesting F chord

Haven't a guitar close to work out which strings he is playing - some or all

I have the sheet music, chords and lyrics for the Scarecrow from the record that I transcribed a few years ago. I can send it in a personal message but seeing as we're both currently guests I'm not sure how to do this
