If and when it is finally released, I do not know the cost of the safe and effective Covid 19 vaccine except that the US has cleared the way for private enterprise and big Pharma to charge whatever they want.

The European Enterprise has 8 billion Euros to make vaccines.
I do not know their profit motives or how the indigent will pay.
There are close to a hundred different labs working independantly around the world.

Who will win the patent war?
All I know is that Jonas Salk did not play the patent game and gave his polio vaccine away for free.

Cyrus Poonawalla is an Indian billionaire, who's humongous company specialises in vaccines. He had decided to start production (already) of the Oxford vaccine that has started human trials. He has given over production to it. He has no shareholders to nay-say.

A big gamble, and huge pay-off. With an encouraging human trial it will trigger a bigger trial, with more vaccines needed. He is there. And India is a big market for his stock.

I figure he didn't get to where he is today, by being timid, nor stupid.

The vaccine for people to cure Hepatitus C is a protien recombinate type. It costs $30,000. The cornona vaccines in development are mostly the protein recombinate type.
Corona antibodies are known to fade in as little as a year.

The evolution of Covid 19 wants to become less deadly as a survivor of the fittest tendancy continues and there are probably 100 variants of the virus at this time. The fluidity of the situation can complicate vaccine development. So it is not news that unknown paths complicate matters as Mr red sez. Or we could get lucky if someone doesn't make things more difficult.

Mr. Trump has a hunch that nuclear weapons are also effective in eradicating the virus. A stable genius would attack the virus at its source which is China. However the virus is now more prevalent in the USA, so who will he attack? China or Blue States or both? Putting ignorance aside
I lean toward a vaccine. ;^/

When Gerald Ford was President we had an epidemic of swine flu. They rushed a vaccine to market in only six months. We got to see Gerry get his shot on TV. Something else was brewed inside the eggs that grew the vaccine. It was a rare nerurological disease called petite Barr syndrome. I got the shot in the morning and by the time I was doing the dishes after lunch the brew reached my motor nerves. It was as quick as a light switch. One second I'm wiping a dish and suddenly I was on the floor with the odd sensation of no sensation of controling my muscles. I thought of my cello teacher who was struck by polio for his lifetime. It was months before the reason for my collapse was reluctantly made clear. I had time for many thoughts and wonders.
The biggest wonder was discovering the automatic switch to somehow raise myself back to standing on my feet.

It was similar to being shot at but missed. But thats another story.

In the absence of any actual progress, Trump uses slogans. He has invented "Operation Warp Speed" to create a Coronavirus vaccine by Christmas...
Experts predict it will take more like 18 months.

IF a vaccine is safe it will be inevitable we take turns.

There may already be a vaccine that's more than halfway there.

Seems a vaccine against SARS-CoV (would that now be SARS-CoV-1 since Covid-19 is SARS CoV-2?) was developed at the University of Texas by 2006, by which time SARS had burned itself out. It had never progressed to human testing.

It's been frozen in storage since then.

The answer tot he question about the EU: normally in the EU people pay what they can afford, and medicine isn't really a matter for profit, but is considered a social good.

An Oxford Uni SARS vaccine was being developed and has been resurrected for COVID-19 with small scale human trials done. They have been calling for 16,000 volunteers for a "controlled trial" and the scientist is not hyping it. He is no more than hopeful of success. But one US vaccine company has been contracted to make the vaccine on condition that it is dished out on a world-wide basis.

It is a world problem, and the only complete solution will be to attack it throughout the world. Leave no pockets.
