We are processing Folk 73 recordings. One programme features (according to the BBC Genome) "THE BROOKS RAND." This is introduced as what sounds like 'Brooks Band' but maybe 'Brookes Band.'

A Google search lists Katey Brookes and Brooks Hubbard Band and Matt Brooks and Tim Brooks and The Brooks Williams Band.

Any idea who Brooks Band is / was?

I know Sam Bracken (ex Five Hand Reel & Therapy) played with the Brooks Band for a while.

On our recording of Folk 73 they're introduced as They're introduced as "Dave, Sam and June from Manchester." 'Sam' is likely Sam Bracken.
