Noisome has nothing to do with noisy. It means annoying, disagreeable, stinking, that sort of thing.

But a lot closer to Mad Bull - spelling mistake, misnomer, it has been mooted. The clues are there. Just one avenue until there is a definitive answer.

The only 3/4 combinations I can make with those letters are MAD BULL, MUD BALL, BAD MULL, BUD MALL, DAM BULL
They become increasingly meaningless. I too think there may be a misprint somewhere - maybe one or more of the seven available letters.

I do have to wonder whether there's a typo in the clue:

Noisy bovine = F ox. To get 'runs' you would need 'provides' (as in organises/runs).

In a local rag Steve. It is a normal crossword and some of the answers have a shaded square. When you take the letters from the shaded square you then have to make a word, or words.

The letters this time were M U L B A L D and you had to make two words of 3 and then 4 letters. The clue to these words was Noisy Bovine provided safe passage.

Well, 'mad bull' might fit the noisy bovine but I see no connection with safe passage.

A fox hole doesn't really fit with passage either - soldiers usually shelter in them, or fire from them. Certainly safe. I just read The Things they Carried, by Tim O'Brian. The soldiers in Vietnam spent a lot of time in fox holes.

'F' is for forte (loud)
'OX' is a bovine.
