On two occasions recently I have been PM'd by another member. I have previously said to him I did not want him to contact me in anyway, shape or form.

He has obviously ingored this and on the earlier occasion I published his post to me, for which I was (slightly) castigated by another member.

Short of being VERY blunt with him how I can get him to desist from contacting me.

One of the 'benefits' of being a member on here is the ability to send and receive PMs. Your wish not to be contacted does not negate the other member's wish to contact you.
All I can suggest is that you delete any such PMs unread.

I thought it was going to be another thread about Boris!

As Nigel quite correctly says, your only method is to delete any such unwanted PMs without reading them. That’s what I’ve done in the past when I received them (possibly, even probably, from the same member).

It’s frustrating that you can’t block fools, but c’est la vie en Mudcat!

I'm not bothered as long as the message isn't trying to insult me in a way that would get the sender in trouble if he posted it publicly. I've kept all my PMs since 2016. On occasion I've received the odd offensive message from what you might consider, were I to spill the beans, to be an completely unexpected source. A threat to breach protocol and publish the message in the forum usually staunches the insults. After all, they breached the protocol dictating civility first!

Weird. I pressed submit just the once, honest!

Only once did I find PM to be an unsafe space with three consecutive violent insurrectionist type messages which were erased and replaced with innocuous speech 24 hours later. That was evidence that others can see what is written there and that advanced moderator procedures were used or given to the perpetrator.
( it was real old time gaslighting crap. )

What you claim is not technically possible for anyone but Max. Moderators cannot edit personal messages. Personal Messages can be deleted and replaced by others, but they cannot be edited. -Joe- Offer-

You have the ability to delete messages without reading them. If I were you, I'd do that, instead of announcing to a person who's trying to bother you, that they were successful.

Every time I've opened a PM that ended up "bothering me," I hadn't KNOWN it was going to bother me until I opened it.

There are PMs I don’t need to read, because I have no interest whatsoever in anything the dick-head who sent them to me has to say. So those just get deleted unopened. (You’re not one of those, Steve).

If I open one and find it offensive, I’ve found a good old-fashioned ‘Foxtrot Oscar’ response does the trick.

The Brexit/UK thread has been cleaned of lots of bickering. I get posts when that happens, and I read them (though I may be doing an eye roll at the same time.) I'm hazarding a guess that the most recent posts are from that fracas.

Stop feeding the trolls, and they're less likely to send you PMs. And if they do, delete them.
