Collected by Baring Gould.

The song tells of a Bell Ringing contest between the villages of North Lew and Broadwoodwidger both in Devon.
The first round took place in Ashwater and round two in Callington Cornwall. North Lew won both rounds.

P.S. If you look further into the script accompanying Daniel Kelly's singing of "Hallowe'en" it seems he had the same problem of not being able to find a YouTube of Jim Reid singing it, but he has linked to some of the other versions already mentioned above. I'll have a look through my Jim Reid CDs to see if I can find it.

In answer to Geoff Lawes, no that's not Jim Reid singing in the YouTube link you gave: it's Daniel Kelly (as it says in the script accompanying the video!!) and he does make a nice job of it, though he has a deeper voice than Jim's.
You might like this track of Jim singing: the songs are seasonal anyway and include what is perhaps his best-known setting of a Violet Jacob poem - Norland Wind (aka The Wild Geese):

Thanks Guest: I was even at that concert! It appeared as 2 separate clips on YouTube listings: very sorry for any duplication: but I know that Sheena has it, just herself, on one of her own CDs too!
What was slightly disappointing was not to find a YouTube of Jim Reid himself singing it: I'm sure I have it on one of his CDs. But the quoted version is great.

And for anyone doing kids' Hallowe'en parties, here are a couple more less serious songs!

1. HALLOWE'EN (From Music Time for Brownies)
