There was a thread about funding the Arts in the UK in the past where this subject was touched on but this was promptly moved below. So, I can't post this to that particular thread.

The courts in Belfast have decided Withholding funding for Kneecap was illegal So there you have it, politicians can not withdraw allocated funding for the arts just because they don't like what the artist are doing. Seems obvious enough but there you have it.
