BS: How do songs get into DigiTrad?

I was under the impression that once a song gets posted to any thread, it will eventually wind up in DigiTrad. I realize this depends on someone's diligently reading every thread -- a job I wouldn't want. Well, I went looking for a song called Bellman, which wasn't in DigiTrad, so I eventually found it in the Watersons site. I was all set to post it here myself, when it occurred to me to search old threads, and then I found it here, where it was posted back in 1997! Is there some reason it didn't get into DigiTrad? Is this just an oversight? Or did somebody decide it wasn't appropriate for DigiTrad? I wonder how many songs are sitting out there in old threads and not in DigiTrad. Is there something we should do about this?
