If you mean the song by Henry Work Clay with "In the year of Jubilo" as the tag line of chorus.... then dulcimer tab can be found at Yet Another Digital Tradition

Can do chords for the version I've heard for Going Down to Cairo, but not till next week, going out of town...

You might contact the Libertyville School of Folk Music at the David Adler Cultural Center in Libertyville, Illinois, where there used to be people who collected lore and songs of Illinois' folk tradition. I'll check back after our trip and see if you are still looking....
