Send him my email address.. and I'll give him a phone number of a pipemaker in sydney who will probably know if one exists....

Now don't get at me for the spelling..... ni piobari uilleann, (please help any pipes or Gaelic speakers) in Dublin can send out lists of teachers.. they sent me one ages ago.. and there basically weren't any in Sydney.... but they do have 2 very good teaching videos which is what I am using.

they also have a website... but I don't know the address...

I found the website Na Pi/obariri/ Uilleann.. drop them a line and they should be able to help your friend.. I know there are a lot of pipers in New Zealand and they hold piping festivals there....

Hi, I teach the Uilleann pipes but I am based in Adelaide, however every January I teach for a week at The Lakes School in Koroit Victoria. It is a full on week of music well worth attending.
