I was in Northamptonshire (England) on Wednesday evening and in the small village of Eydon near Brackley there were several scarecrows in the street, but no posters saying it was charity fundraiser or similar.

Is this some form of local folk custom and if so is what is the tradition?

Alternatively is it to scare away traffic coming to the British Grand Prix this weekend?!

Don't know, but Kettlewell (Yorks) has an annual Scarecrow Festival.
