Ballard is district in the northwest part of Seattle, where lots of Swedish and Norwegian shops and boutiques (some of which do a huge business in lutefisk and lefse during the Christmas holidays). Many of these shops overlook Bergen Square. Not far away is Shilshole Bay, where a statue of Leif Erikson gazes out over Puget Sound.

Is this a Scandinavian song?

Queen Anne Hill is just across (SE) from Ballard, so maybe it's a combination of both.
