This song was written by and sung by Billy Connolly.

It's about the the two weeks in July when the people of Glasgow came to my home town of Saltcoats for a holiday.

It's on the west coast of Scotland.

So if anyone has the words to this song I would be really gratefull.

I found lots of Billy's lyrics, but not the one you are looking for. Is it spelled Saltcoat or Saltcote?

I haven't listened to the songs side-by-side yet but Portobello was released first in 1971 (source), while Saltcoats came out in 1975 (source). That suggests McGinn was first, but maybe he just recorded first?

Or maybe they share a similar origin.

I suspect Saltcoats came first. Matt used to appear regularly at a hotel in Portobello (just outside Edinburgh) and it's likely he adapted the West coast version for some local flavour.
