Or is Stringman referring to the instrumental recorded by Mrs. Etta Baker in 1959 for an album called “The Instrumental Music of the Southern Apalachians?”

Either Stefan Grossman or Happy Traum has a video instruction tape for Etta Baker. One Dime Blues is included on the tape.

One Dime Blues is found in many versions and under several different titles. Blind Lemon Jefferson did it on record about 1928 as noted in the DT Mirror. There are many other versions. It was mentioned as among the oldest blues by many of the folklorists' informants. Traditionally it includes a verse about "I walked all the way to East St. Louis and I didn't have but one thin dime." Mance Lipscomb did this song too.

The version in the DT, although attributed to Blind Lemon Jefferson, is missing some of his verses:

There is an East Cairo Street in Springfield, MO.

However, this discussion at the Weenie Campbell website says that East 62nd Street in Chicago was once known as East Cairo Street, and argues that that was probably the street Jefferson was referring to.
