Yes - in Ireland, "Patsy" is used as a familiar form of both Patricia and Patrick - as is "Pat".

Lyrics to this song are posted at many places on the Internet, and the consensus seems to be that the title is HOME TO DONEGAL. Mick Flavin, Daniel O'Donnell, and a few others recorded it under that title.

O'Donnell's recordings attribute the song to "P. Cavanagh" or "P. J. Cavanagh." One source, a blog, says that's Patsy Cavanagh.

(In Ireland, Patsy seems to be a man's name; in the US, it's usually a woman's nickname—short for Patricia, e.g. Patsy Montana, Patsy Cline.)
