Anyone know who the singer is?

It does sound a bit like Fred,but maybe not. I don't know Bob Mills.

It doesn't sound like Fred at all - it's not the right accent and it doesn't have Fred's slightly quavery delivery.

But then that's not surprising as Bob Mills is from Hampshire not Shropshire.

The singer is Bob Mills (retired herdsman, Alresford, Hampshire). I have that Folkways anthology, which was recorded in the fields between 1974 - 1980. Bob Wills sang "The Derby Ram" too.

Trying to visualize Bob Wills singing "The Derby Ram", and Eldon Shamblin playing an appropriate guitar break had me enthralled.

Is this really a traditional ballad he's singing?

The tune seems to be a variant on 'Villikins and his Dinah' which I thought was a Music Hall song.

This song (aka "The Ploughman's Song") has been sung to several tunes. The version in Roy Palmer's Everyman's Book of English Country Songs (p. 20) is also "Villikins and His Dinah," which in turn has been the tune for several songs, such as "Sweet Betsy from Pike."
