I ask this here because I figure there are a lot of musicians on the forum who may know the answer.

What area of the EU deals with music - things like royalties and so on?

Try contacting the English Folk Dance and Song Society (EFDSS) at Cecil Sharp House (try the EFDSS webpage for address) and if they can't help you then they are pretty poor helpers!
