Its all so subjective.Have you heard them all??.I would put a vote in for a semi pro friend of mine (who did a few gigs New York area a while ago)--name of Moira Craig,gets booked to Sidmouth to run ballad sessions and is one of the best unaccompanied singers I know,

I mostly listen to old time blugrass, so I can't guess on the folk part. But, my vote would me Emmy Lou Harris.
