He is not in a good situation, to say the least, and has been charged. I'm still just glad that no one got hurt. The guy made a right turn from a stop sign and never saw me at all until a half second before I hit him...he heard my brakes screeching. Fortunately, I managed to slow the car down a lot before the impact, but there was no way of totally avoiding it...just not enough time or distance was available.
