It is an album of cowboy songs by various performers and was issued on the YAZOO label, label number 2023 "When I Was a Cowboy" Vol.2 Probably still available

A group called The Floorbirds has a song called "Ranger's Lament." Seems like a strange title, because it's this "Fugitive's Lament" about fleeing from the rangers. The rangers aren't lamenting at all in the Floorbirds recording.

The Traditional Ballad Index gives a cross-reference to Wandering Cowboy (the one about the boy who went west because of a gang murder in which he became implicated).
I doubt that the two are related.
The Delmore albums of cowboy songs sem to be out of print.
