Good guess.
It's Kipling's The Widow at Windsor.

GUEST,Mrr: "Kiss my ass"

GUEST,Allen: Loverly. Where's it from? Much Kipling-like to my untutored eyeball.

I mucked about with the order a bit:

"Walk wide o' the Widow at Windsor,
For 'alf o' Creation she owns:
We 'ave bought 'er the same with the
sword and the flame,
An' we've salted it down with our
bones.

Then 'ere's to the Widow at
Windsor,
An' 'ere's to the stores an' the
guns,
The men an' the 'orses what
makes up the forces
O' Missis Victorier's sons."

Happy Birthday!

Victoria Saxe-Coburg-Gotha (neé Hanover)

Born 5/24/1819
(d1/22/1901.)

Queen Vickie used to sit on her magic throne,
Making up Cabinets all of her own.
But they took that privilege away from the Queen,
And gave it to a lassie that we call Christine.
        With your too-rye-ya, fo-do-deedle-da,
        With your too-ri, oo-rye, oo-rye-ya!

"Christine" (re Ms Keeler,) by Matt McGinn, tune "Mrs. McGrath"
(Broadside Singers on Broadside Records LP #B-303, Folkways)
                [thanx Steve Suffet]

ALSO:

The Queen she came to call on us, she wanted to see all of us
I'm glad she didn't fall on us, she's eighteen stone
"Mr. Neill, Lord Mayor,' says she, "Is this all you've got to show to me?"
"Why no, ma'am, there's some more to see - pog mo thoin"

And he took her up to Monto, Monto, Monto, etc.

"Take Me Up to Monto," words & music by George Hodnett, 1958

Obscure as all the references might be in the song, we've only found a single factual error in it. I can absolutely say the sole Lord Mayor of Dublin named Neill or O'Neill was Laurence O'Neill, Lord Mayor 1917 to 1924. Victoria died in 1901. They didn't meet.
