Walter Donaldson started writing songs in 1915. I think Louis Roy is correct in his date for Donaldson's Let it Rain, Let it Pour; about 1925-1929.

I believe there is an earlier one by Handy.

Deep River Blues
Doc Watson; he called it traditional.

Chorus:
Let it rain, let it pour,
Let it rain a whole lot more,
Cause I got them dee3p river blues.
Let it rain right on
Let the waves sweep along,
'Cause I got them deep river blues.

Deep River Blues
Delmore Brothers, trad.

Let it rain, let it pour,
Let it rain a whole lot more
'Cause I got them deep river blues
Let it rain, drive right on
Let the waves sweep along
'Cause I got them deep river blues.

W. C. Handy version, anyone?

Excuse me for butting in with a Digression!-
The line has been repeated for ages.

Chorus in a Harold Arlen song, When the Sun Comes Out.
'Til the sun comes out
And the rain stops beating on my window pane
If my heart holds out
Let it rain and let it pour
There'll be bluebirds 'round my door.

The Queen of Tonga, verse:
And when the great procession departed
The queen so happy hearted
Said, Let it rain and let it pour,
Bring an open carriage and four.

Valentine Song, verse
Flood the folks on every shore with valentines!
Let it rain and let it pour...valentines!
There'd be peace instead of war with valentines!
What a great world this would be!

Deep River Blues
Let it rain, let it pour;
Let it rain a whole lot more,
Cause I got them deep river blues
.....

The song by Louis Roy seems to go back before Ernest Tubb.

I believe the lyrics posted by Louie Roy above are actually a somewhat garbled version of I'LL GET ALONG SOMEHOW by Ernest Tubb. I have posted the corrected lyrics to I'LL GET ALONG SOMEHOW in a new thread here.

Hmmm. I'd say two songs with similar titles have been confused somehow. The sheet music for this song can be found at Indiana University Sheet Music Collections:

LET IT RAIN! LET IT POUR! (I'LL BE IN VIRGINIA IN THE MORNING)
Words, Cliff Friend. Music, Walter Donaldson. 1925
"Featured by Charles R. Hector, Director of St. James Orchestra"
"Introduced by Earl and Bell in Ed Wynn's 'Grab Bag' "

1. Haven't seen a rainbow since I've been away.
All my skies are cloudy, raining ev'ry day;
But soon I'll find a rainbow, 'cause I'm gonna go
To a little paradise where rainbows glow.

CHORUS 1: So let it rain. Let it pour.
There ain't no rain where I'm headin' for.
I'll be in Virginia in the morning,
Where the sky's always blue,
The bright sunshine seems to welcome you
When that dewy Dixie day is dawning.
There I'll meet my sweet forget-me-not.
There is where I'll live and love a lot.
I'm shouting: Let it rain. Let it pour.
Say, I won't cry but I'll smile some more.
I'll be in Virginia in the morning.

2. All my worry's over. No more feeling blue.
I was just a rover, and I never knew
How much a kind and true friend means, but now I know.
One more day and my old pal will say "Hello!"

CHORUS 2: So let it rain. Let it pour.
There ain't no rain where I'm headin' for.
I'll be in Virginia in the morning.
Casey Jones, he's my friend.
He'll wake me up at my journey's end,
When that dewy Dixie day is dawning.
Picture me when I get off that train
In my dear old mammy's arms again.
Say, if you see a pin, pick it up,
'Cause I found one and I had good luck.
I'll be in Virginia in the morning.

I finally found the original words that Walter Donaldson wrote in 1925. I have no idea who recorded this song and I'm sure the title has been changed many times such as DEEP RIVER BLUES and Johnny Mathias song

LET IT RAIN AND LET IT POUR
Walter Donaldson, 1925

CHORUS: Let it rain and let it pour,
I don't care, oh, no, no, no.
I'll never worry now.
You're the one who was unfair.
Wasn't in you to play square.
I'll get along somehow.
So you keep going your way and I'll keep traveling mine
At the end you'll need a friend. you'll be the one to sit and pine.
So let it rain and let it pour.
I don't care, oh, no, no, no.
I'll get along somehow.

1. Many months have come and gone
Since you called me on the phone
To tell me that you were through.
You thought it would break my heart,
But I fooled you from the start,
'Cause I never did trust you. CHORUS

2. You thought you were mighty wise,
Running around with other guys
And still saying you were mine.
While you had one or two,
I had a dozen more than you,
So you got the fooling that time. CHORUS
