I recently heard this song on the radio and I was captivated by   
    it.It was sung by David Massengill and was probably written by him
    but I am not sure of that.It's about a child who suddenly appears   
    mysteriously in a rainstorm.I found it hauntingly beautiful, weird   
    but wonderful.

I've drifted away from singer-songwriters in recent years, but it's worth taking the time to pay attention to the work of David Massengill. I picked up Massengill's 2006 We Will Be Together CD in a cutout bin a couple weeks ago. Here are the lyrics, as printed in the CD booklet:

10 years later I'm reading this post. I wanted to learn this song several years ago and talked to David Massengill. I asked him what the song was about, and it is as it is. He wrote this about an actual event that occurred in his home town many years ago. The red haired child grew into a man that did handyman jobs around the town as he grew older. He was known by most of the town folk. Gorgeous song.
