She referred to corrupt politicians (especially Africans) being criticized by "RESPECTABLE" countries (such as Switzerland) who are quite willing to handle billions of dollars/euros gained by corruption. It's possible that a speech similar to what you're looking for might have come from "the head of the department of institutional integrity, Suzanne Rich Folsom, a Wolfowitz appointee and a Republican ..." [8 or 9 paragraphs down at the link] If she's the right person, a Google on name should turn up anything that's exiting in recent news. John |
