Sarah Segris was the woman who stood outside the saloon and yelled in for her man, Willard Bailey, to come home. It seems that the women, or this woman, anyhow, weren't supposed to go inside and make a ruckus for some reason. Cannon got sick of hearing here yelling for her Bill to come home----i.e. this song.
