I understand this song is from a poem by John Manifold, music by Tom Campbell.
But I have no feeling for date or if it is in public domain now.

It doesn't appear in any trad collections so I very much doubt if it could be considered traditional as in 'oral tradition'. It may well qualify for being some other sort of 'traditional' though. Try googling the names you have given and if dates come up it may give you an idea.
