The phrase "Or become a social burden" is worrying. Could a nation deport all disabled immigrants? Could they deport disabled citizens as well?

I know better than most that not all disabled people are "social burdens". But the stereotype and the stigma remain.

Seems to be worldwide. Could it be that the poor economy makes people less generous and more xenophobic?

Generosity has nothing to do with it! Generosity is when you give, BY CHOICE. Maybe people are getting sick and tired of the governments ripping them off through taxes, and showing very little productivity for it!...Make people pay for their crooked deals?

Do you have any idea, how little the people on entitlements get, as compared to the 'administrative costs' of giving our wasted tax money away?!~!...Nope, generosity has NOTHING to do with it! people still give to charities, if they can get a tax break for it, because private charities, well, most of them, are far more efficient that the government bureaucracies, who don't give a damn...its just a job!...for morons, who can't get a real job!..with real skills, and and incentives to better themselves, and their families!
