No, it wasn't control, it was controversy! Actually, after reading the article again, I think it was small debts that were referred to rather than mortages, sorry again.

Yep - though I suspect he's basically just hoping to save his and other judges's pensions! Judges have been getting a bad press in Ireland lately.
