Yup. Unless the ocarina has an unusually complicated internal shape, the hole position makes no difference at all - only the wall thickness and hole cross-sectional area.

Thanks for the link, Jack; what a great little home made instrument. I'm curious, what are relative diameters of the holes needed to get a major scale, and what is the effect of thicker or thinner walls on the sound? Maybe you can point me to another thread if this has been discussed already.

The calculations are pretty difficult. Generally you start by tuning the lowest open hole note and keep adding more holes until you reach the point where the tone dissolves in a wheeze (a range of about a tenth). The guy in the video is using one of those conical grinding bits, so he can enlarge the holes progressively.
