After I read it and reflected, I realized that not just congressmen and women ought be more mindful of trash-talking the institutions of our government, but the rest of us might want to think about changing some of our own rhetoric. |

My understanding is the gentleman was referring to the verbal and political conduct of members of Congress with respect to the institution of Congress, in their efforts to keep getting re-elected. |
