It should read Wilbur Forbes , but I doubt if the same guy as you will find on the search engine

It was released on Decca Records in 1943 as the B side to Pistol Packin' Mama by Freddie "Schnickelfritz" Fisher And His Orchestra.

Spelling is Wilberforce.
