It sounds like a tune known as Gammel Reinlender, but played as if it were an Irish reel.

Here it is again, played by the Norwegian folk-rock band Folque. They leave out the C part, but the style is right.

The dance Gammel Reinlender is a choreographed set sequence of some of the innumerable variations that can be danced to that rhythm, which is known as "reinlender" or "ringlender" in Norway but "schottische" or variations thereof in many countries. That sequence is often danced to that particular tune, but I don't know whether the tune was written for the purpose or existed already.
