That is too slow a process to enact the 25th Amendment when a launch takes 5 to 15 minutes via the mobile 'football' and secure phone line. It would take only 10 people in the Trump cabinet to guarantee the 25th Amendment would fail even if there was time to cancel a launch. People like Linda DeVos, Ben Carson, Rick Perry, Steve Mnuchin, Tom Price, Pompeo. Who else? ANSWER * cabinet is 2 people short |

In the conversation the President must have with two Commanders the President may have whomever he directs to be on the Conference call. For example the President could 'blackmail' with the threat of nuclear war anyone he chooses over the phone. As strange as his behavior has become the President could call the Commissioner of Football and demand all black players who kneel for the anthem be fired or else. Crazy right?
