The 3 main ways to steal 10 mllion votes are low tech (Sealing return envelopes for mail in ballots) , High tech (block chain corruption of election results) , and government sponsored voter suppression, (purging voter rolls, closing voting locations and allowing deliberate corruption).

I could explain each one in detail but you get the picture without having to mention Russia which is a 4th way. Since JFK, rigging elections has become a high growth industry inside of politics coming to a head with both Bushs and now with Trump.

I assume their theory is: If we succeed in stealing enough votes to give (again) the appearance of an electoral college win, our wonderful system & laws will just let us carry on as we have been doing.
As long as enough corrupt officials in a few states keep pretending to be trying, we need serious and overwhelming honest turnout to swing things.
   Remember.... last time all the polls said he couldn't win....

There are a few other ways to steal votes.

Remember the hanging chads? The voting card can be two vertical columns with hole punched on the right of each (or left) or down the centre with locations adjacent. Laid-out to disadvantage those unfamiliar.

Locate polling stations to favour certain boroughs. And its cousin Gerrymandering.

Postal/online votes are a pretty good vector, I can remember one country managed more votes than there were registered voters in regions.

Then there is Fake News, and getting into bed with the arch architects thereof. Or pissing-off a nation who have their favourites, (and close their doors to the vector they use - the internet).

Didn't Dubya win by a few hundred thousand?
