BS: Missing Xmas quiz answer

Little Duckling has brought home a Christmas quiz from school and we have the answers to all but one question.
In New York, USA, in what year , on Christmas day, did a couple get arrested for kissing in the street, then receive a fine of $15 over the telephone from the judge?
A)1903 B)1913 C)1923 D)1933

Since the other questions were relatively simple I can't help thinking we're missing something like that maybe phones weren't in use before a certain date etc. but despite a search of NYC history and telephone history I've come up with nothing! So do any Americans have a clue?
Happy Thanksgiving

Wow, 'Spaw, that's one I never heard before. You beat out the librarian on this one, my compliments. I'd appreciate a source,if you can come up with one, so I can drive 'em nuts with it at work next week. *g*

Hey, Miz Duck, how 'bout the rest of the quiz? Inquiring minds and all that. I hadn't heard of that one either.

'Spaw I'd send you multiple kisses but if its illegal over there......Thank you. I've a feeling that one is the tie breaker 'cos all the others were on the lines of
What did the three wise men followto find baby Jesus?
A)A camel B)A star C)The smell of turkey D)A snowman

See what I mean!!
BTW That's quite a good site you sent me to there 'spaw. We could go for the silliest fact of the day!!

Actually scrub that last remark. Having read todays it seems that nothing nice ever happened on 22nd November - well except in 1986 when my eldest son, Alec was born, come to think of it....!!!

Well Happy Birthday to Alec anyway Mrs. D!!!

I can't in all my searching find why they were arrested or why the fine by phone. I thought of archaic laws or perhaps they were in a portrait in a window ("September Morn" was declared pornographic in 1913). The Flu epidemic was in 1918, but I checked on smallpox and polio although neither made much sense....just looking for a reason it was against the law or the possibility of quarrantine....I mean why the phone? I've tried phone histories too, illnesses and epidemics, archaic laws, homosexual laws..........NOTHING!!!!!!

So if someone knows or Mrs. D, if the teacher knows, please come back and help me get some sleep because this one is driving me nuts!
