It's (for the nonfrancophone) about a peasant wandering around with his dog, philosophizing, getting arrested for doing it without a permit. Then a guy on a bike is arrested for singing dirty songs without another permit. After a couple of years the authorities let them out and find a wise man and a composer, who run away at the very idea of having their accomplishments recognized. I'm missing several lines, any help appreciated.
