It's a parody to "Who Will Care for Mother Now." Several editions of the original song are at American Memory and Levy Sheet Music Collection.

From American Memory.

Who will care for Micky now? A parody on "Who will care for mother now" by Eugene T. Johnston. [n. p.] [n. d.], with this note:

Amongst the many heroic fellows who drew a prize in the U. S. lottery, was a distinguished Frenchman,--from Limerick, the only support of himself. On being told by the Surgeon he would "Pass," he placed his hand on his empty stomach and, while a big tear of bravery rolled down his cheek, exclaimed in accents that would have touched the heart of a wheelbarrow: "Who will care for Micky now?"

In "Micky," is the "U.S. lottery" the military draft for the U.S. Civil War?
Thes undated entries in Levy and American Memory bug me. I wish they could at least give us a time frame, if not the exact date of publication.
