The first paragraph of the story gives a pretty good idea of the gist of it:
    Four years after overseas voting became a battleground in the presidential election in Florida, millions of civilians and soldiers living abroad still face a bewildering and unwieldy system of absentee balloting that could prevent their votes from being counted.
It's my understanding that it's the Republicans who have taken great advantage of absentee voting, so maybe that evens things out. The Republicans found that many of their supporters weren't going to the polls, so they have worked very hard in the last decade to register voters and to help them vote absentee. It's true that these voters are largely in the United States, but the process is more-or-less the same.
I have to say that when I was stationed in Berlin in the 1970's, I didn't vote because it was too much of a hassle - and I would have voted Democratic. I've rarely missed an election since then.
