It's a surprise how often countries pick educated, even artistic leaders. Especially South America.

Best known for his novel, Doña Bábara, about the Venezuelan plains, and civilizing influences there. The English translation was published in NY in 1931, and is available from used book dealers with Abebooks, etc.

In a smaller area the voters may actually know something about a candidate; in a place like the US the spin doctors and ad men rule. In other words, most of the time the election goes to the highest bidder.
