Yes, this song is about Gram Parsons.

Tom Russell is from the Los Angeles area, the center of Gram's popularity.

"Joshua Tree" is also on the "Veterans Day Anthology"(2008)

I've seen it new on both amazon.ca and amazon.com, but the Canadian site gives the track listing.
