I'm not a local, but:

Every Monday night, jam session at Donna's, corner of Rampart and St. Ann on the edge of the quarter. Starts at around 9:30-10 p.m. and goes late.

Wednesdays and Thursdays are usually zydeco night at Rock 'N' Bowl (Mid-City Lanes), a bowling alley with live music. A fun place.

For Celtic, check out the Irish place on Toulouse and Decatur in the Quarter.

For jazz, the best *listening* room is Snug Harbor. People actually pay attention to the music.
