"Recently our new radar technology at WCCO-TV and government NEXRAD radar have detected a baffling phenomenon: Skies were crystal clear, yet the radar screen was scribbled with 200-mile-long contrails. The most likely explanation may be "chaff," a release of tiny particles, often used in Air Force military exercises. We have not been able to confirm this, though.
