Technically, though, we can't go to war. U.N. law forbids it. That's why VietNam and all our other 'involvements' recently have been classified as 'police actions'. So the Bushes can't technically declare war on any sovereign state, or they'd be subject to prosecution by the World Court. But they CAN declare war on 'terrorism'. Be sure to tell your lawyer that in a couple months when you're arrested for being stump-ignorant of what's going on around you.
