Pre-Elvis 50's. The Stones were enamored with the whole blues sound; they covered a lot of blues material on the early albums, and named one of those albums after Chess Records' address in Chicago. As to why Dylan used the phrase "like a rolling stone" in his song...just because it sounded right, I imagine, rather than that it had anything to do with Mick Jagger and the boys. In more recent times, Mick and the boys recorded the Dylan song on a live album, and did it well too. Too bad Barry Manilow never had a band name for his sidemen. Hey, let's think up one!
