Makes for interesting reading, and heightened political visability, but nothing more. Heads of state are not vulnerable to lawsuits for their official actions, even those prior to becoming the HOS. Witness the case, I think in Texas, where one side wanted to bring the Pope into the action. It had to do with his actions/inactions in a sexual abuse scandal before he became Pope. But then, the US has found away to get around such niggeling inconveniences. Invasion. Noriega and Hussain come to mind. American voters hava a chance at "regime change" every four years, but the collective "we" blew it last year.
