Jim Dixon, I'm not sure if this children's rhyme is related in any way to the "Here come the judge" routine. However, the "fudge fudge" phrase certainly reminds me of that routine. It just so happens that I recently published a post about that rhyme on my blog. A few examples found on this thread & a video are included in that post.
